Project: Development of a Jingle and Theme Song for KENPHIA II
Location: Kenya
Start Date: Feb 2025 End Date: March 2025
Background
The Kenya Population-based HIV Impact Assessment (KENPHIA II) is a household based national survey
aimed at assessing the prevalence and impact of HIV in Kenya. To ensure high levels of public awareness,
participation and an increase in acceptance of the survey, the Communications Technical Working Group
(TWG) identified the need for a professionally produced jingle and theme song. The jingle and theme song
are expected to foster community engagement, promote survey objectives, and evoke a sense of national unity
under the slogan “Pamoja Tudhibiti”

Objectives

  1. To create a jingle and theme song that embodies the essence of KENPHIA II and its key messages.
  2. To promote public awareness, participation and a sense of ownership in the survey.
  3. To provide a sonic identity that resonates with diverse demographic groups and inspires community
    action.
    Key Themes to Highlight
     The importance of public participation in KENPHIA II.
     Access to HIV testing, prevention, and treatment services and HIV Progress towards 95:95:95.
     Contribution to national health goals and policy.
     Community involvement and collective action for a healthier Kenya.
     KENPHIA II stakeholders.
    Requirements:
     Develop an engaging, culturally relevant, and impactful jingle and theme song that aligns with
    KENPHIA II’s objectives.
     Collaborate with identified artists to deliver professional and adaptable outputs suitable for various
    media platforms.
    Duration (Period of Engagement): 4-weeks (tentative)
    The estimated engagement period is 4 weeks for the development phase, which includes production, review
    and feedback processes. However, a shorter engagement period is preferred, and we are open to exploring
    ways to streamline the process while maintaining the quality and impact.
    Scope of Work
  4. Collaborate with the KENPHIA II Communications TWG: Work closely with the KENPHIA
    II Communications Technical Working Group (TWG) to refine the creative concept, ensuring
    alignment with the campaign’s objectives and messaging.
  5. Develop Original Musical Content: Compose and produce an engaging, culturally relevant jingle
    and theme song that reflects the themes of KENPHIA II, such as public participation, health
    awareness, and national unity.
  6. Participate in Feedback Sessions: Attend scheduled review meetings with TWG to present drafts,
    receive feedback, and make necessary adjustments to the content.
  7. Produce Platform-Specific Versions: Deliver insightful versions of the jingle and theme song
    suitable for radio, TV, social media, and other promotional channels.
  8. Ensure Cultural Relevance and Sensitivity: Create music that resonates with Kenya’s diverse
    demographic, incorporating local languages, traditions, and contemporary styles to maximize
    engagement.
  9. Promote the KENPHIA II Message: Use the jingle and theme song to highlight the importance of
    the survey, encouraging public participation and awareness across their social platforms.
  10. Provide Supporting Materials: Deliver all necessary production materials, including instrumental
    tracks and lyrics, for use in future campaigns and promotional efforts.
  11. Adhere to Timelines: Complete all deliverables within the agreed timeline while maintaining high
    production standards

  12. Jingle: A 45-60 second audio track optimized for radio and TV spots, with variations for social
    media.
  13. Theme Song: A 3–5 minutes song with accompanying lyrics, highlighting the campaign’s core
    messages.
  14. Instrumental Versions: Background tracks for adaptable use in promotional materials.
  15. Promotional Video: A behind-the-scenes or highlight reel of the production process to enhance
    campaign visibility.
  16. Cultural Sensitivity Report: A brief on how the content aligns with local cultural norms and
    community expectations.
    Evaluation Criteria
    Mandatory Documents (No Scoring):
     Portfolio showcasing relevant experience in music production and or advocacy campaigns (Can
    provide links)
     References and or testimonials from similar projects (past contracts/recommendation letters/etc.).
     Relevant Statutory documents (Valid licenses including KRA PIN/TCC).
    Only proposals that contain relevant above required documents will progress to technical Evaluation.

Technical Evaluation: 60-Marks

  1. Experience: Proven record of producing impactful and culturally relevant musical works.
     Relevant Experience; evidence of successful HIV and or health related campaigns with multichannel and nationwide media. Survey preference is on HIV context. (15mks (3mks per
    evidence)).
     Evidence of ownership rights for past relevant work done (as per above mentioned
    experience) fully licensed for use across various platforms, including YouTube and other social
    media. 5mks (1mk each).
     Evidence of successful engagements with influential personalities relevant to context (5mks)
  2. Alignment: Demonstrated understanding of the project’s objectives and key messages.
     Provide contents that are relevant to theme and drive aspects like; advocacy/community
    engagement/call to action/Social behavioral change (15mks – 3mks each).
     Inclusivity; A fit for all piece that resonates with all target audience (young/Middle
    age/Old/urban/rural) 10mks – 2mks for each audience segment.
  3. Strategic approach
     Provide a brief but detailed implementation plan (not more than 1-pager) showcasing how
    you will achieve the objective of this assignment -10mks.
    Only proposals that score 40-Marks and above shall proceed to financial evaluation.

Financial Evaluation (No scoring)
 Detailed budget proposal, including collaborating artistes’ costs (list).
 Provide a detailed cost proposal outlining the cost of the jingle and theme song development
production. If applicable, please indicate any discounted rates or special considerations that may
apply. We welcome proposals that reflect the varied nature of contributions, including both financial
and in-kind support, in alignment with the national scope of the KENPHIA II campaign and its
objectives.

Award Criteria
The award shall be based on lowest cost technically acceptable proposal.
Compliance

  1. Ensure all musical and promotional activities comply with CAK and music copyright regulations. All
    rights and privileges to the jingle and theme song will be solely owned by KENPHIA II. The jingle
    must be cleared for copyright. The content must be fully licensed for use across various platforms,
    including YouTube and other social media, ensuring seamless uploading and distribution without
    copyright issues.
    Terms and Conditions
  2. This Request for Proposal is not and shall not be considered an offer by Ciheb – Kenya.
  3. All responses must be received on or before the date and time indicated below. All late responses
    will be rejected.
  4. All unresponsive responses will be rejected.
  5. All proposals will be considered binding offers. Prices proposed must be valid for at least 90-days
  6. All awards will be subject to Ciheb-Kenya contractual terms and conditions and contingent on the
    availability of donor funding.
  7. Ciheb – Kenya reserves the right to accept or reject any proposal or cancel the solicitation process at
    any time and shall have no liability to the proposing organizations submitting proposals for such
    rejection or cancellation of the request for proposals.
  8. Ciheb – Kenya reserves the right to accept all or part of the proposal when award is provided.
  9. All information provided by Ciheb-Kenya in this RFP is offered in good faith. Individual items are
    subject to change at any time, and all bidders will be provided with notification of any changes.
    Ciheb – Kenya is not responsible or liable for any use of the information submitted by bidders or for
    any claims asserted therefrom.
  10. Ciheb – Kenya reserves the right to require any bidder to enter into a non-disclosure agreement.
  11. The bidders are solely obligated to pay for any costs, of any kind whatsoever, which may be incurred
    by bidder or any third parties, in connection with the Response. All responses and supporting
    documentation shall become the property of Ciheb – Kenya, subject to claims of confidentiality in
    respect of the response and supporting documentation, which have been clearly marked confidential
    by the bidder.
  12. Bidders are required to identify and disclose any actual or potential Conflict of Interest.
    Form/Content of Response
    All proposals shall:

  14. Contain detailed cost in Kenya shillings, with applicable Tax/levies clearly identified.
  15. Provide requested payment terms and conditions. Ciheb-Kenya works on a 30-day credit period
    from date of Invoice submission following successful delivery and acceptance.
  16. Contain a brief outline of the organization and services offered, including:
     Full legal name, jurisdiction of incorporation and address of the company
     Relevant licenses.
