The Partnership for Advanced Care and Treatment (PACT) Endeleza program was a five-year US Centers for Disease Control and Prevention funded program that supported the provision of comprehensive HIV services in Nairobi City County. Ciheb-Kenya collaborated with the county government of Nairobi to provide HIV prevention and treatment services in 48 health facilities. The program worked with the county health management teams to achieve HIV epidemic control through focusing on the following activities:

  1. Provide high-quality targeted HIV testing services (HTS) leading to the identification and linkage of HIV-infected individuals to HIV care
  2. Provide quality patient-centered HIV care and treatment services for PLHIV
  3. Provide HIV prevention and treatment services for pregnant and breastfeeding women
  4. Provide quality collaborative TB and HIV services to reduce the burden of TB among PLHIV
  5. Provide cervical cancer screening services for women in reproductive age groups
  6. Provide HIV prevention interventions including HIV pre-exposure prophylaxis (PrEP) services and gender-based violence (GBV) services
  7. Strengthen health systems to support the delivery of HIV and TB related services including laboratory systems, commodity management, and monitoring and evaluation systems
  8. Institutionalize use of continuous quality improvement (CQI) frameworks in health service delivery for improved health service quality and enhanced effectiveness and efficiency in health systems
